The T2D Project will better connect all South Australians to the expanding industrial and residential growth areas north and south of the city. Greater access stimulates business within the State and draws investment dollars into the economy from across Australia.

The T2D Project will work with industry to explore South Australia's supply chain, capacity and capability.

At a local level, there will be large improvements to freight connections that will provide reliable and efficient routes for businesses to help stimulate local economies. Better access to freight connections will enable our industries, residents and businesses to pursue more opportunities and enjoy reliable, safer journeys across Adelaide.

Opening up 78km of non-stop motorway will provide a vital freight and commuter link to support South Australia's key growth sectors. Improving travel times by 30 to 40 minutes (during peak hour traffic) to deliver a nine-minute journey between the River Torrens and Darlington will maximise resources to increase productivity. Reducing stop-start traffic will also significantly reduce fuel costs for freight operators.

Crucial economic contributors—such as South Australia's food, wine, agribusiness and defence sectors—will enjoy enhanced access to important gateways, including Adelaide's airports, ports and highways. It means rapidly growing local, national and international consumer markets move even closer. This provides a key driver for economic growth via increased production and services, employment and spending.

Procurement approach

An Alliance contracting structure, capable of delivering multiple packages of work will be adopted to deliver the T2D Project.

An Alliance contracting structure is when a public sector agency works collaboratively with private sector parties as an integrated team to drive successful delivery of the project.

The Registration of Interest for a head contractor to deliver the project was released in late January 2023.

Procurement well underway

Through this process, we provided details about the scope and technical requirements of the project to parties that would lead a consortium to ultimately bid to design, build and operate the 10.5-kilometre motorway. The project has commenced the next step in the procurement process with an Expression of Interest released in April 2023. This will be followed by a Request for Proposal, and the Contract Award in mid-2024.

Business opportunities

The State Government has announced the start of the Registration of Interest (ROI) for the delivery of the biggest infrastructure project in South Australian history. The procurement process will be progressed with an Expression of Interest scheduled to be issued by April 2023, followed by a Request for Proposal in around September 2023, and the Contract Award in mid 2024.
